THE FISCAL YEAR IS OVER
The fiscal year, in Costa Rica, is October 1-September 30. This means that the NCA will be sending out invoices for 2010-2011 membership and community assessments in November. These payments account for 60% of our annual income and this year the board plans on contributing more of these funds back into our community. Annual General Assembly meeting of members of the NCA will be held on 25 January 2011. In an effort to lessen our environmental impact and to save some money, we are going to set up a link to be able to receive your invoice, if you so choose, via email.

RAINS
We are into our last month of “rainy” season and this has been a good one, though no serious flooding to date. We have received over 160” at the end of September, with over two months to go. This is more than any recorded annual rainfall. The main road is in good shape, but the secondary roads are suffering.  Many establishments are closed for the month of October, so check before you head out. INTERNATIONAL BEACH CLEANUP
The International Coastal Cleanup, sponsored by Ocean Conservancy, took place during the month of September. The Comite Bandera Azul and Harmony Hotel worked on the beaches of Garza, Guiones, Pelada and the Boca, along with students from the local schools. More than 375 kilos of trash was collected by 51 volunteers on various dates on these beaches. Included were lots of Styrofoam, tires, shoes, toothbrushes, plastic bottle caps, straws and even a safe and a computer. At least 75% of the collected trash was plastics. SECURITY
Crime has not stopped just because of the rains. People are becoming more and more desperate and bold.
“PREVENTION IS THE BEST SOLUTION TO LOWERING THE CRIME ON THE COMMUNITY.” 

TRASH BILLS
Trash bills can now be paid at Mini Super Delicias del Mundo, in the back office, Monday-Friday, 9:00 am-4:00 pm. $10/month for twice weekly household pick-up. Transfers can also be made through Banco Nacional-contact bobbij@racsa.co.cr. Please get current.

CONTAINERS
The property dispute between Richmond Phipps and over 20 private owners, including the NCA, in still in “process”. The government officials responsible for investigating the allegations are reluctant to move.
A bridge was build within the NCA Parkland, and not by the NCA, from the road to the Gilded Iguana to the tennis courts, with no construction permits or permits from MINAET for the gravel used. A Mack truck could drive through there. This bridge is to help Phipps’ guards “protect” the land, a property not touched in 35 years.
The lawyers are the only ones winning in this situation.

SUPPORTING THE COMMUNITY OF NOSARA

WATER
As you may or not know the government agencies that control our water rates changed things this year, with no notification to any ASADA. The bottom line is that our ASADA now can “legally” charge only 30¢ per cubic meter of water and the cost of delivering this meter is $1.91!! This does not include maintenance of or improvements to the system, only the delivery of potable water to your home. Our water system is unique in that the water has to be pumped over miles of pipes up to the gravity holding tanks in the mountains to service over 500 water connections in an area greater than 2000 acres. Around the same time as the reduction in rates, because of a complaint by a developer (someone who is making all the money) about the legality of the impact fees, which also had been approved, these are no longer legal. The ASADA is requesting that all water users and new home owners pay the “donations” for both the water bill and the impact fees. 81% of water users are paying the monthly “donations” on their water bills, and that is just a handful or people. If they were not, where would we be without a working water system? Thank you to board of the ASADA for all their long hours and hard work.
