NCA MEMBERSHIP 2011-2012
Another year has come and gone which means it is again time for the renewal of NCA membership dues. The NCA receives the vast majority of its income from the voluntary membership dues, community service assessments and donations. NCA membership is $50 per year for one person and $85 for two. Your annual voluntary community service assessment is $125 for the first lot and $25 each additional lot. These monies are used to cooperate with the local associations and organizations to improve or maintain the community, whether it is emergency road repairs, help with the Red Cross or the Clinic, aid for flood victims or other humanitarian needs, dump cleanup, beach and parkland protection, etc. Don’t forget the benefit of the discounted group rate for medical insurance that members receive.

One does not need to be a property owner to become a member of the NCA, just someone who appreciates Nosara.
NOTE: Annual dues and assessment payments do not include payment of your municipal taxes. Nicoya does not send tax bills to owners. It is your responsibility to make sure that your taxes are current. Please contact us if you need help with this process.
ANNUAL GENERAL ASSEMBLY MEETING
The Annual General Assembly Meeting of the NCA will be held January 25, 2011 at 9:00 am at the NCA office. There will be an information meeting on January 11 at 9:00. Please mark your calendars and bring a chair. The main items on the agenda will be the election of a new Board of Directors of the NCA for a one year term, April 1, 2001-March 31, 2012, report of the last year’s work and the approval of the budget. If you are unable to attend the meeting and will be in Nosara some time before this date, you can give your proxy to another member. Proxies are available at the water office or from any current board member. If you are outside of Costa Rica, you must have a proxy notarized by a Costa Rican Consulate. All members of the NCA in good standing are invited to attend the AGM and are eligible to run for the board, so don’t forget to join now. It is a thankless job, but one that needs to be done.
October had very little rain, 8.5”, average is 28”, this year but November packed a nasty punch during the first few days, 9.22” in 4 days here and over three feet in the Central Valley. This resulted in Nosara being totally cut off from any access and flooding in town. A major bridge collapsed on the dirt road, landslides occurred on the mountain road and the airport was closed. A boat ride from Samara was the only way in and was braved by several stranded people.
Amazingly, the river crossing was passable within a few days and the Costa Rican government helicoptered in supplies and a Bailey bridge has been installed over the Rio Frio. Www.voiceofnosara.com has details and photos.
President Rick Walker and the board are doing an excellent job communicating and managing our ASADA. Please continue to pay your “donation” for your water bill if you wish to potable water delivered to your home.
Parklands Dispute-Richmond Phipps has again claimed and now taken possession of over 20 privately owned lots, including two NCA Parklands. Denuncias have been filed and we now await court actions.
Gas Station-The gas station is now operating but its permits are being verified.
John Fraser-The latest audience before a Nicoya judge, November 15, was suspended another time because the court had not “officially” translated the 2005 NCA minutes it subpoenaed in 2007. These are an important part of the case.
EMERGENCY WARNING SYSTEM
The national emergency commission (CNE) and a committee of locals are working together to install a siren to alert residents of emergencies, such as Tsunami, earthquake or fire. It will take the participation of all of Nosara to make this functional. Residents are being asked for a $50 contribution for the construction of the tower and installation of the siren.
